INFORMATION
We strongly recommend importers, producers of chemicals to notify newly categorized hazardous substances information to Hazardous Substance Control Bureau (HSCB), Department of Industrial Works (DIW), Thailand in Thai language, using specific format: วอ./อก.๒๐ or วอ./อก. ๖ by December 31, 2016 when these players handle or have possibilities of handling these kinds of hazardous substances.
The newly categorized hazardous substances means substances which have 10 properties below;
1. Explosive
2. Flammable substance
3. Oxidizing agent or Peroxide
4. Toxic substance
5. Mutagen
6. Corrosive
7. Irritant
8. Carcinogen
9. Toxic to reproductive organ
10. Environmentally hazardous substance
The objective of the notification might be an approach toward establishment of existing chemicals list.
NOTE: Definition or criteria for the newly categorized hazardous substances have not yet been available in public with our best knowledge.
HSCB is now in process of renovating Hazardous Substance Control Act through the survey on existing chemicals, integration of chemicals data base and development of chemical risk assessment methods etc.

MEMORANDUM OF COOPERATION BETWEEN THE MINISTRY OF ECONOMY, TRADE AND INDUSTRY OF JAPAN AND THE DEPARTMENT OF INDUSTRIAL WORKS, MINISTRY OF INDUSTRY OF THAILAND ON STRENGTHENING THE RISK-BASED CHEMICAL MANAGEMENT SYSTEM IN THAILAND was signed on December 22nd, 2015.

Cosmetic Act in Thailand was amended in September and took effect some requirements with some grace period in 180 days, including prohibition of using ingredients which were regarded as hazardous substances.

Goal:
Within 2021 social and environment is safe by effective management of chemicals in accordance with national development and participation from all sectors.
Objectives:
- To develop systematic management of chemicals to cover their entire life cycle and to be in line with national and international development.
- To promote coordination of all sectors on national chemical management.
- To minimize impact of chemicals on health and environment.
Targets:
- Thailand has mechanisms and chemical management system that can protect health and provide safety to people and environment.
- All sectors have capacity to protect and control impact of chemicals on health and environment.
- Strong networks on national chemical management established in the country.
Strategy 1: Develop chemical database, mechanisms and tools for fully integrated system of Chemicals management.
Sub-strategy_1: Develop central chemical database system.
- Develop central chemical database system strengthen database on chemicals in relevant agencies.
- Link chemical database from relevant agencies and develop it into central chemical database system having fully integrated data (import, export, production, possession, selling, transportation, consumption, treatment and disposal) and further develop it so that the data can be publicly accessible and utilized.
Sub-strategy_2: Develop mechanisms and tools to support fully integrated system of chemical management.
